A dialogue between the members of the Penang Importers and Exporters Association (PIEA) and PT Pembangunan Aceh (PEMA)

23 Sep 2025

As organised by the Consulate General of Indonesia in Penang, a dialogue between the members of the Penang Importers and Exporters Association (PIEA) and PT Pembangunan Aceh (PEMA), which is a provincially owned company that was appointed by the Government of Aceh to serve as the implementing company, took place in Penang on 22 September 2025 (Mon).

The President of PIEA, Dato' Seri Lim Kai Seng, personally invited our Dato' Log. Ts. Dr. Chang Kah Loon, PhD (USM), FCILT, FLogM, and team to join the dialogue.

The team, including Log. Ts. Amy Ooi, FCILT, FLogM; Log. Ranni Selvaraju, CMILT, MLogM; and Log. Eunice Chang Qi Ying, CMILT, MLogM, joined our Dato' Dr. Chang for the said dialogue.

PEMA presented the growth, economic development, and future plans of Aceh, including the latest seaport development, to the participants. A new proposed RORO shipping service may soon be established to operate between Aceh and Penang.

Our Dato' Dr. Chang, who is a Professor of Practice (Logistics) and Senior Logistician, was also invited to speak due to his professional expertise, background, opinions, and exposure to the limitations and challenges of having a new development, particularly a RORO shipping service. While the potential market exists, we must consider the demanding trends, necessary infrastructure and superstructure (e.g., water draft), and technologies (e.g., handling equipment and capacity) that support any new plans.

Dato' Dr. Chang also explained that the distance between these locations is only about 200 nautical miles; therefore, potential seaport competition may arise between Aceh and Penang if we do not address this issue professionally and amicably. Additionally, forming strategic partnerships is ideal in the current market situation.

The President of PEMA may soon invite our Dato' Dr. Chang and team to visit Aceh for any further discussion.

It was a fruitful meeting for our Malaysian and Indonesian traders.
